Permissions for Hadriel
Permissions
Abilities/Powers: Castiel is an angel, and in Supernatural that means he has access to a variety of abilities, that are best went into detail on the link. They're all written up on his app too, which is posted in his journal, so go take a look if you want more detail. Castiel is hesitant to use most of his powers, unlike most of his angelic brethren, so I've only asked permission for things he might do. Without your permission, I will never use any of these powers on your character.
Prayers
Castiel can hear your character's prayers, so long as they're spoken with the intent to pray. He can also be directly prayed to, by using his name.
Teleportation
What it says on the tin: teleporting your character with or without their permission, and with or without Castiel's company. His teleportation/flight isn't working very well right now, so that may result in people being teleported to random places, and never very far.
Telekinesis
Castiel can throw or pin characters telekinetically. He's not very aggressive so this is unlikely to come up.
Sleep
Castiel can put characters to sleep with a touch.
Memory alteration
I'm going to assume that this is a 'not without chatting about it first' sort of deal. Cas can remove or alter someone's memories of something, for instance make them forget they met him.
Dreamwalking
Cas can enter people's dreams and interact with them. He doesn't usually do this, and he doesn't use it aggressivelythe way certain other angels might.
Healing
Castiel may heal your character - he can literally perform miracles - but I know people like to play with their character being injured, so I won't heal-push on you. He can do everything from growing back a finger to giving someone back their sight.
Magic
Angel magic can do a variety of things, but locating characters is top of the list. So can your character be located?
Invisible
Does your character have powers that will make it impossible for him to be invisible in their presence?
Supernatural signature
Cas can sense supernatural creatures, and being a supernatural creature himself, can be sensed.
Soul reading
Cas can get a read on what people are like, but if he gets closer enough to touch he can pick up surface details, almost like telepathy. Let me know if this is okay, and if so please link me to your app or go into detail about what sort of person your character is.
P.S. This is all really preemptive more than anything else, since it's unlikely most of these things will come up except for specific scenarios, where I'll discuss it with the players concerned anyway. So there's no rush to fill this out, but if you want to feel free anyway.

Teleportation: Go for it. Sans can do it too, even!
Telekinesis: Sure? Bear in mind Sans is really fragile - a thrown pillow could be enough to kill him since he's only got 1 HP.
Sleep: Sans is already sleeping most likely, but sure.
Memory alteration: Yes, but bear in mind that Sans will almost certainly Judge Castiel very thoroughly for it. He'd consider that sort of thing unacceptable.
Dreamwalking: If he wants? Sans is, again, not gonna be very happy about it. Usually he dreams about his own death at the hands of a human child, killing that same human child horribly, subconscious scenarios remembered from previous timelines (where everyone lived or when some of them died but not all, etc. Feel free to ask me for details!), and a peculiar doctor who speaks in hands. For some reason, the last of these is incredibly difficult to parse, even for a celestial being. It's almost like he never existed in the first place.
Healing: lmao I mean if he could heal Sans I'd be very impressed. Sans only has 1 HP so he's either DEAD or NOT.
Magic: Go for it, feel free to locate him, etc. Sans will think it's a neat trick.
Invisible: Sure. Though Sans won't be overtly pleased about it.
Supernatural signature: Sans is uniquely perceptive, but most of this is simply him being very watchful and highly intuitive, so he only knows Castiel is an actual Literal Angel since Cas told him direct. As for what Castiel would see, Sans is a skeleton monster with a very weak SOUL and 1 HP.
SOUL reading: Sure. Here's his app. Beneath the joking, grinning façade, Sans is the Guy Who Sucks, Plus He's Got Depression, and has the weight of knowing that most of what he did back home ultimately had no point since it would all get RESET.
